Short Biography

Mr Khoo Chin Hean had been extensively involved in public policy, regulatory and administration in several areas related to the environment, education and energy.

Mr Khoo started his career in the Environment Ministry where he had served in operational and strategic policy-making capacities in solid wastes management, air pollution control and the control of hazardous materials. He was the Director of Environmental Policy and Management when he left to take up an appointment as the Principal of Ngee Ann Polytechnic in 1995.

He left the Ngee Ann Polytechnic in 2000 to take up an appointment as the CEO of the Public Utilities Board (PUB). After leaving the Polytechnic, Mr Khoo continued his involvement in education in his appointment as the Deputy Chairman of the National Institute of Education.

His task in the PUB was to restructure the electricity and gas sectors for competition. This led to the restructuring of the PUB into a comprehensive water agency and the formation of the Energy Market Authority (EMA) to implement and regulate competition in the electricity and gas industries.

Mr Khoo subsequently left the PUB to head the EMA to complete the task of stewarding the reforms and restructuring of the energy sector.

He retired from the civil service in Dec 2008 and continues to serve in Governing Boards of various organisations in the Government and the private sector. From 2 February 2009, Mr Khoo helms the Energy Studies Institute as its Executive Director.
